Draft Guidelines for the Integrated Impact Statement

Both Houses of Parliament have approved the State Policies and Projects (Project of State Significance) Order 2006, and the Premier has given the Commission a direction to undertake an integrated assessment of the Walker Corporation's proposal to develop a marina and residential development in southern Tasmania.

The Commission is now able to do all matters necessary in preparation for the assessment. This includes drafting guidelines to be followed by the proponent in the preparation of reports it will present to the Commission for assessment.

Walker is required to prepare a draft Integrated Impact Statement (IIS) to enable the Commission to carry out an assessment of the environmental, social, economic and community impacts of the project.  Scoping guidelines for a draft IIS provide the proponent with guidance on the information required, and the level of detail necessary, to enable the Commission to undertake a thorough integrated assessment.  An IIS is a document that describes to the Commission and the public what the proponent wants to do, what the environmental, social, economic and community impacts will be, how the proponent plans to manage the project and how the project will be maintained in the long term. 

The Commission, in consultation with Tasmanian State and Australian Government agencies and with the assistance of independent consultant, Sinclair Knight Merz Pty Ltd, has prepared Draft Scope Guidelines for the IIS. These draft guidelines specify the issues the Commission requires Walker to address in the draft IIS. The Guidelines will cover all of those matters that must be addressed to satisfy the requirements of the Environment Protection and Biodiversity Conservation Act 1999 (Cwlth) together with all relevant Tasmanian legislative requirements.

Public exhibition of the Draft Guidelines

On 9 June 2007 the Commission gave public notice in the MercuryThe Examiner, The Advocate and The Weekend Australian that the Draft Scope Guidelines on the Integrated Impact Statement are available for comment.

The public exhibition period closed on Monday, 9 July 2007.

68 written submissions were received in response to the invitation to comment.

Final Guidelines for the Integrated Impact Statement

Submissions received on the Draft Scope Guidelines for the Integrated Impact Statement have been considered by the Commission. The Scope Guidelines have been finalised and provided to the proponent.
